Turkey's Parliament Advances Conditional Pardon for PKK Militants

Turkey's parliament voted 468 to 88 on Monday to approve a conditional pardon for thousands of Kurdish militants, a fragile but significant step toward ending a four-decade conflict that has killed tens of thousands of people. The measure would take effect only after Turkish authorities confirm that the Kurdistan Workers' Party, or PKK, has fully disarmed, according to NPR.

The bill is the latest milestone in a peace process that began after the PKK's imprisoned founder, Abdullah Ocalan, called on the group last year to lay down its arms. The PKK responded by declaring it would dissolve itself, staging a symbolic disarmament ceremony in northern Iraq, where it is based, and withdrawing fighters from strongholds inside Turkey.

Reaction from the PKK itself was cautious. The group called the legislation only a "beginning" and said it contains "serious shortcomings and deficiencies," according to NBC News. Its statement pressed for Ocalan's release from the island prison where he has been held since 1999, arguing that the broader peace effort can only advance if he is "free to live and work."

Turkish officials have described the amnesty framework as central to closing out a conflict that has strained the country's finances, military and southeastern provinces since the 1980s. Analysts note the process could also reshape relations with Iraq, where PKK fighters have regrouped, and with Syria, where Kurdish-led forces retain an uneasy relationship with Ankara.

For now, the pardon remains conditional and unimplemented, with verification of full PKK disarmament still pending. Kurdish politicians in Turkey's parliament welcomed the vote while cautioning that decades of mistrust will not dissolve with a single bill.
